Her interest in alcohol, both in creating and consuming it in the current timeline started during the second year on the meteor. When Dream Roxy sleep floats drunkenly through the dream bubble that Rose, Dave and several others are in with Meenah, Rose and Dave are whispering to each other about Roxy being a sloppy sleeper and Rose informs him that Roxy's drunk.

The conversation continues for a bit and she tells him that she has personal experience in being drunk back during the doomed timeline. As when it was just her and Dave left, Rose had four months of doing pretty much nothing, which led her to begin consuming the stocks of alcohol in her house out of boredom. She adds that the taste of it really grew on her. Roxy and Rose seem to be in a vicious cycle of influence as Roxy states (at another point) that she started drinking to get closer to her mom since the house was stocked with alcohol. It doesn't help that it's incredibly common for alcoholism to run in families due to genetics. Given how Roxy and Rose are related through ectobiology/genetics, it's no surprise that they are predisposed to alcoholism even without the added behavioral influences that they received.

At a point some time after that conversation, while on the meteor, Dave makes a comment about how they're teenagers alone in space with no adults so they should do crazy things like get drunk. This comment, her boredom at the current time, along side the contents of the previous two paragraphs are key factors in leading Rose to start "alchemizing" alcohol (which she admits it is nothing more than chemistry.) She begins consuming it that afternoon in order to calm her nerves for a date with Kanaya, which she winds up super late to because she's drunk. However, her being drunk doesn't seem to bother Kanaya and they have their date anyway and form a matespritship.

Rose doesn't stop drinking after that night and is seen drunk again as they are getting ready to enter into the new session, which she has once again done to the claim of calming her nerves. This may very well be the truth in the case, but alcoholics will make any excuse to justify why they were drinking. It's inferred that she spends a lot of time drunk, but it is also inferred that there's plenty of times when she's sober. Alcohol proves to be a rather slippery slope for Rose, especially as she is a very happy and silly drunk. It doesn't appear that anyone sees this behavior to be particularly harmful. Of course, they're teenagers and teenagers rarely think about those sorts of consequences beyond how they affect the moment. The fact that her drunken behavior is not generally perceived or treated as a problem likely only enables Rose to keep drinking. The only concern at that particular moment is that it's inconvenient to them for Rose to be drunk right then.
