She begins consuming it that afternoon in order to calm her nerves for a date with Kanaya, which she winds up super late to because she's drunk. However, her being drunk doesn't seem to bother Kanaya and they have their date anyway and form a matespritship.
Rose doesn't stop drinking after that night and is seen drunk again as they are getting ready to enter into the new session, which she has once again done to the claim of calming her nerves. This may very well be the truth in the case, but alcoholics will make any excuse to justify why they were drinking. It's inferred that she spends a lot of time drunk, but it is also inferred that there's plenty of times when she's sober. Alcohol proves to be a rather slippery slope for Rose, especially as she is a very happy and silly drunk. It doesn't appear that anyone sees this behavior to be particularly harmful. Of course, they're teenagers and teenagers rarely think about those sorts of consequences beyond how they affect the moment. The fact that her drunken behavior is not generally perceived or treated as a problem likely only enables Rose to keep drinking.
